An unusual horn, silver and enamel hatpin

This is a really unusual piece.  It is a long hat pin with a flower head design formed of horn petals with a centre of blue and white enamel on silver. It has all the qualities of a British arts and crafts piece and the use of horn would suggest it is by Frederick James Partridge.  Fred Partridge briefly trained with the Guild of Handicraft before establishing his own practice in around 1910 in Barnstable with his wife May Hart, also of the Guild, and who specialised in enamelling.
